About MOHAVE Educational Services Cooperative
MOHAVE’s roots go back more than 50 years. In 1971, schools in Mohave County established a career education program known as the Mohave County Career Education Project. In the early 1980s, the organization evolved and was renamed Mohave Educational Services Cooperative to better reflect its expanding mission.
During this same period, MOHAVE introduced local schools to a consortium of educational software, allowing districts to significantly reduce costs through cooperative purchasing. As other counties recognized the value of this model, MOHAVE expanded services statewide, operating under A.R.S. §15-365, with participating agencies paying administrative fees to cover service costs.
To meet the growing demand for reliable, statewide purchasing solutions, MOHAVE began competitively bidding school-related equipment and services using sealed solicitation processes. These contracts are awarded under the same strict procurement requirements that apply to MOHAVE’s members, allowing agencies to use them with confidence. MOHAVE’s purchasing policies are guided by the Arizona State Board of Education School District Procurement Rules, the Arizona Procurement Code, and applicable sections of the Arizona Revised Statutes.
In 1988, MOHAVE formalized its cooperative purchasing structure through intergovernmental agreements (IGAs). While public school districts remain the largest segment of its membership, MOHAVE contracts are also widely used by cities, counties, community colleges, and nonprofit organizations. As a statewide public procurement unit, MOHAVE is funded entirely by administrative fees – no direct tax dollars are received.
MOHAVE continued to expand its services in 1995 with the creation of Arizona School Partners in Nutrition (ASPIN), addressing a growing need for food service products. Today, ASPIN serves more than 140 eligible agencies, generating substantial savings for food service operations across Arizona.
In 2005, MOHAVE became a nonprofit corporation providing public procurement services pursuant to A.R.S. § 11-952 and A.R.S. § 41-2632, and is governed under Title 10 of the Arizona Revised Statutes.
